I believe that the emulatou app itself is not illegat it is the ROM images that may be and i also believe that they are only illegal if you don't own the origional cart' or disk. This info was gathered from a website i can no longer remember, i fount it a few years ago when i was away from home but had my iBook and wanted to play my SNES games w/o tv os SNES. The site looked reputable and had rom images that apeared to be under licence. However the only dubious part i saw was the info it gave where it said 'it is illegal to download and use a ROM immage for more than 24hrs if you do not own the origional game.' However back to the point, as mentioned the legal issues surrounding emulators and rom files are sticky and im sure that there may be other places where the info can be found, or you could always get a lawyer to check it out for you if you have a few grand going spare. Someone suggested to me mupen64py, but I have no idea how to set it up. Dolphin is most definitely not a good N64 emulator. But Most Virtual Console games should run very well in Dolphin at this point. There is the overhead of Emulating a Wii emulating an emulator, but, most Virtual Console games should work fine in Dolphin. The three big exceptions would be Ocarina of Time, Pokemon Snap and Majora's Mask, with minor problems in Pokemon Puzzle League as well. There are also some games that work better on Dolphin due to shortcuts Nintendo took when emulating, like Mario Tennis (unless things have changed since I last used the N64 emulators.) If you know of other issues with the virtual console in Dolphin, I'll gladly look into them and setup issue reports.

I know there was a user messing with the GPU end of things, but that was some time ago now and haven't heard about it since. And I agree I lean toward sony's library though there are gems on most consoles after all, but that could use some fine-tuning too, the PS1 emulator, it works. Pretty well, but still always room for improvement. We still can't play the majority of ps1 games and even ones that DO play well, some have issues like Tomba 2's music, or missing portraits in games and the like.
