You can count the number of discarded frames using the captureOutput: didDropSampleBuffer: fromConnection: method defined in the AVCaptureVideoDataOutputBufferSampleBufferDelegate protocol. I see that much of the AVFoundation capture logic is now present in webrtc/api/objc/AVFoundationVideoCapturer.mm - seems like this supersedes everything in modules/video_capture for iOS? Can you explain the relationship between the two?

Nice to know I'm not the only one! Sounds like you've uncovered a lot more of the details from Cisco than I was able to. My workaround has been to run my BM Mini Recorder through Wirecast to apply the scaling, then use Wirecast's virtual camera feature to send the cropped video into Webex. It's been working OK, but is far from ideal. I haven't heard of any patches or fixes coming, but I'm now looking into the Magewell XI100DUSB SDI dongle, which should take the SDI from my ATEM directly into Webex. I'll let you know how that goes in a week or two.
